CDBG - Community Development Block Grant

In 1974, the U.S. Department of Housing and Urban Development (HUD) established the CDBG program to develop viable urban communities, by providing decent housing, a suitable living environment and expand economic opportunities, primarily for persons of low to moderate income.

The City of Baldwin Park recieves approximately $1.5 million annually in CDBG funds and $550,000 in HOME funds.

Per HUD regulations, the project utilizing these funds must meet one of the following National Objectives:
  • Prevent or Eliminate Slum and Blight
  • Meet an Urgent need (imminent health and safety).
  • Benefit Low to Moderate-Income Neighborhoods and Persons.
The City welcomes public comments and input from our residents regarding possible, proposed or approved CDBG and HOME funded projects. Please submit your comments in writing via email to
